Epoxy Flooring and Garage Floor Epoxy in Stafford, TX

Reviewed October 29, 2026.

Epoxy flooring in Stafford serves a town with far more jobs than homes: the City of Stafford's history page counts "over two thousand businesses and 50,000 employees," while the ACS 2020-2024 from the Census Bureau counts 7,099 housing units. The Handbook of Texas places Stafford on Farm Road 1092, on the boundary between Fort Bend and Harris counties and just east of the junction of U.S. highways 90A and 59, and the City's business page says it "sits along the U.S. 90A corridor" with access to IH 69 and the Sam Houston Tollway. The 2020 census counted 17,666 residents. Our crews coat garages, lay polyaspartic and metallic floors, build commercial and industrial systems, and stain, polish and resurface concrete in Stafford, under the City's own codes and permits.

Before we price a floor, we come out, measure it and test the slab; the written quote that follows is free.

Stafford also does things its own way. The City calls itself "the largest city in Texas to abolish city property taxes," a step taken in 1995; it has "the only municipal school district in the state"; and it was "the final destination of the inaugural 20-mile rail line, the first railroad built in Texas." Its housing is older and more often rented than the county's: a median year built of 1993 against 2005 for Fort Bend County (ACS table B25035), and 4,069 renter-occupied units beside 2,574 owner-occupied (table B25003). Older slabs and rental buildings both come up in the sections below.

A Stafford floor gets priced only after our crew has stood on it: we measure, run the moisture test its product's data sheet calls for and look over every crack and joint, then send a free written quote that names each product with its data sheet, the steps, the dates, the price and what the job does and does not include, with a moisture-mitigating primer, when the test calls for one, priced on its own line. Before work begins, we ask the City's Development Services Department what its permit and floodplain rules require of the building. No national price survey we cite prints a Stafford figure; the epoxy flooring price page gathers what they do print, and you can request a visit on our contact page.

Stafford's rail history, older housing, flat ground and City rules

Stafford's history runs on rails. The City's history page says the land was granted in 1824 and became known as "Stafford's Point." The Handbook of Texas entry for Stafford records a cane mill and horse-powered cotton gin there in 1830 and the Mexican army halting at the plantation on April 15, 1836. On September 1, 1853, the City writes, the Buffalo Bayou, Brazos and Colorado Railroad made its maiden twenty-mile trip, and Union Pacific now runs that line with "over 30 trains a day." Stafford incorporated in 1956 as an "agrarian community of 500 people," Texas Instruments arrived in 1967, and by 2000 the Handbook counts 1,923 businesses and 15,681 inhabitants.

Stafford's 7,099 housing units cluster in four decades. ACS table B25034 puts the largest in the 1990s, 1,686 units, with 1,589 from the 1980s, 1,149 from the 1970s and 1,137 from 2000 to 2009; only 249 date from 2020 or later, and the table shows none built before 1950. Detached houses number 3,145, about 44 percent of units by our arithmetic on table B25024, while 1,541 units sit in buildings of 50 or more. Owners occupy 2,574 of 6,643 occupied units, about 39 percent; the median number of rooms is 4.6, and owner-occupied units have a median value of $257,700. By arithmetic on table B08201, 2,958 households (about 45 percent) have two vehicles and 918 (about 14 percent) have three or more. The Sugar Land numbers page sets the same tables side by side for the towns.

The ground is flat and slow to drain. The City's drainage page calls street "birdbaths," low spots in the pavement next to the curb, "a very common problem due to the flat terrain and the composition of the area soils," and says Stafford, like many cities in the region, designs roadways "to hold water during large rainfall events to keep flooding from vertical structures." The City's 2024 stormwater plan sends runoff to Keegans Bayou, Willow Waterhole, Sims Bayou and the Stafford Run ditch. The NWS Houston/Galveston history of Tropical Storm Allison in June 2001 says thunderstorms over "the Sugar Land-Stafford areas" produced "another 8 to 12 inches of rain." The Fort Bend Subsidence District covers the town's Fort Bend side, and the Harris-Galveston Subsidence District, created in 1975, its Harris side.

The City of Stafford writes its own building rules. Its Building Codes page says Ordinance 1110 adopted the 2015 ICC codes and the 2017 National Electrical Code, enforced from October 2, 2018. The City's Construction Permits page says Development Services has taken no emailed or paper submittals since May 1, 2023, with permits filed through the MGO Connect portal, that "Building Permits are valid for up to 180 days," and that a permit lapses if work does not start "within 6 months of permit issuance." The Building Permits and Inspections page does not list exempt work, and no City page we read mentions floor coatings, so we ask the permit office before work starts. Flood rules sit in Chapter 26, Drainage and Flood Control, of the City's Code of Ordinances.

Garage floor epoxy over Stafford's 1980s and 1990s slabs

Garage floor epoxy in Stafford goes over slabs with a history, so preparation decides the job. The ACS gives Stafford a median year built of 1993, against 2005 for Fort Bend County, with 1,686 units from the 1990s, 1,589 from the 1980s and 1,149 from the 1970s. An older garage floor may carry old paint or sealer: Sherwin-Williams names "Concrete floors with sealers or hardeners" and "Previously coated floors" among floors needing special preparation, and its Form G-1 lists what has to come off, "oils, grease, wax, sealers, curing compounds, laitance, salts." Stonhard adds that slabs "over 25 years old" may lack a moisture barrier, so the moisture test comes before any system is chosen.

A flake floor follows its maker's schedule. Laticrete's Spartacote Chip SB installation guideline (TDS 432, revised 13 February 2020) calls for a "4 mil (0.1mm) thick coat" of pigmented base "at a rate of 330 ft2/ gallon," chip broadcast into the wet base "to refusal or rejection" at "approximately 400 ft2 per 55 pound" box, a scrape once the coat dries, "typically 1-2 hours," and one clear coat "at a rate of 160 ft2/gallon," after which the floor "should remain out of service for 24 hrs." Those coats are Spartacote Flex SB, a polyaspartic whose sheet holds the slab to "75% as tested per ASTM F2170." Our garage floor epoxy page shows an epoxy flake schedule from another maker.

Two-car households set the timing. By arithmetic on ACS table B08201, 2,958 of Stafford's 6,643 households, about 45 percent, have two vehicles available and 918, about 14 percent, have three or more, so the day the cars go back in matters. Sheets differ widely: Westcoat's EC-36 epoxy lists wheel traffic at "72 hr. @ 72 degrees F," while the Laticrete chip floor above returns to service after 24 hours. Your quote carries the walking and driving times for each coat, copied from the products' own sheets.

Polyaspartic floor coating for Stafford garages and shops in Hobby's heat

Polyaspartic floor coating cures in hours rather than days, which is why its makers aim it at businesses as well as garages. Covestro, the resin maker, lists "Faster return to service for commercial projects" among the benefits of its polyaspartic technology, a point that weighs in a town the City credits with "over two thousand businesses." Concrete Decor's 2009 article on polyaspartics says "The primer or seal coat can be tack-free and ready for the second coat in 30 to 45 minutes," that "The topcoat can usually be walked on in three to four hours," and that "It will stand up to vehicle traffic in 24 hours."

Heat shortens that clock. The City's business page puts Stafford about 21 miles from Houston Hobby, where the NWS 1991-2020 normal high is 92.9 degrees F in July, and 39 miles from Houston Intercontinental, where NOAA's Comparative Climatic Data average 57 percent relative humidity on July afternoons and more in the mornings; all are outdoor readings, not slab temperatures. Dur-A-Flex's Accelera sheet lists foot traffic at "1.5 - 2 hours" at 80 degrees F but "2.5 - 3 hours" at 60 degrees F, and Westcoat says not to apply its EC-101 polyaspartic when "ambient or substrate temperatures are below 50 degrees F or above 85 degrees F," adding that "High humidity will reduce the working time and dry time." So the slab and the air are read before each mix. Epoxy and polyaspartic are set side by side, sheet against sheet, on our polyaspartic floor coating page.

Metallic epoxy in Stafford showrooms, salons and smaller homes

Metallic epoxy in Stafford serves two kinds of floor: business floors in a town of more than two thousand businesses, and homes that run smaller than the county's. The ACS puts the median number of rooms at 4.6 in Stafford against 6.6 for Fort Bend County, and 1,541 of Stafford's housing units in buildings of 50 or more. Westcoat writes that Liquid Dazzle "is designed for use in hotels, casinos, showrooms, salons, restaurants and residential floors"; its EC-38 metallic coat goes down at "approximately 50 square feet per gallon" with "a 1/8 inch notched trowel," and at 72 degrees F the EC-38 sheet allows 45 minutes of pot life, then foot traffic after 7.75 hours and wheels after 72.

Food rooms bring a regulator. The City of Stafford's 2026 food establishment requirements route plan review through a certificate of occupancy project in its MGO system and ask for a grease interceptor inspection report, but say nothing about floor finishes, so the floor test comes from the State: the Texas Food Establishment Rules adopt the 2017 FDA Food Code, whose section on materials, in the DSHS quick reference, has floors built of materials that are "smooth, durable, and easily cleanable" (Food Code 6-101.11(A)) and, indoors, "nonabsorbent." The slab underneath must be clean, since Sherwin-Williams warns its metallic topcoat "may fisheye" over oil or silicones, and Laticrete requires "Mock-ups and field test areas." The metallic epoxy floors page covers pattern, limits and care.

Commercial epoxy flooring in Stafford: food permits, occupancy and grip

Commercial epoxy flooring in Stafford answers to the City, which runs its own food permits and certificates of occupancy. Its Consumer Health Services page says "Food Permits are necessary to protect public health," and its Health Inspector covers schools, daycares, nursing homes, grocery stores and restaurants. Fort Bend County Environmental Health names Stafford on its list of cities outside its reach. The City's fee schedule prices the annual food establishment license by floor area, from $300.00 under 1,000 square feet to $1,000.00 at 20,000 square feet and up, and charges a $150.00 review application fee for new, remodeled or converted establishments and changes of ownership.

The floor has to stay clean and walkable. Federal OSHA's 29 CFR 1910.22(a)(2) requires that "The floor of each workroom is maintained in a clean and, to the extent feasible, in a dry condition," and that drainage be kept up where wet processes are used. Resin floors get grip from texture: Sherwin-Williams writes that aluminum oxide comes in "several different size ranges to yield a slight texture (220 mesh) to extremely aggressive (46 mesh) finish," and that "Urethane enamel topcoats are inherently less slippery than epoxy finishes." In a building holding a kitchen, a sales floor and offices, the texture is chosen room by room and written into the quote.

Occupancy rules frame the schedule. The City's New/Re-Occupancy page says its certificate of occupancy process "is applicable to new occupancies, re-occupancies, change of ownership, and change of use," and adds that "the City of Stafford does not provide Temporary Certificates of Occupancy"; the fee schedule lists the certificate at $200.00 and commercial remodel or repair permits from $75.00. With no temporary certificate available, a new tenant's floor work and the occupancy inspection have to be sequenced together. Our commercial epoxy flooring page goes deeper on system thickness, coving and keeping a business open during the work.

Industrial epoxy flooring along Stafford's rail line and the US 90A corridor

Industrial epoxy flooring in Stafford serves a town built on a rail line and a factory. The City says Union Pacific's line, first built through Stafford in 1853 by the Buffalo Bayou, Brazos and Colorado, "serves over 30 trains a day," and that the Port of Houston lies 23 miles away. The City's history says Texas Instruments' move to Stafford in 1967 "ushered in an influx of businesses," and its Stafford Story page describes "a major high- tech fabricating facility" there, as printed, while adding that "Texas Instruments is moving on." The Handbook of Texas counts 197 businesses in 1980 and 1,923 by 2000.

Wheels decide the system. Sherwin-Williams writes that "Use of steel wheeled vehicles versus rubber wheeled vehicles affects the choice of aggregate, chemistry, and application method," and that companies running heavy machinery often settle on quarter-inch, aggregate-filled epoxy. Joints under hard wheels need a filler that holds their edges: Metzger/McGuire's MM-80 epoxy joint filler carries a Shore hardness of A90-95, and its sheet says it "should not be installed prior to 30 days" after the slab is placed. Tennant's maintenance guide asks for mats before "sliding heavy machinery, pallets or materials across floor." Our industrial and warehouse floors page covers chemicals, aisle marking and static control.

Stained concrete in Stafford's older houses and on flat, wet patios

Stained concrete in Stafford goes onto slabs from 1950 on: the ACS counts no Stafford housing units built earlier, 100 from the 1950s and 251 from the 1960s, and the Handbook of Texas puts the town's 1961 population at 1,485. The Concrete Polishing Council's glossary defines the two ways to color such a slab, acid stain, a "Reactive solution of one or more metal salts stabilized by acid," and dye, a colorant that "penetrates into the concrete while it is in solution." Neither one is a film, so whatever adhesive or patching the old floor left behind shows through until it is ground away or repaired.

Outdoors, a stained Stafford patio is judged wet as well as dry. The City's drainage page traces the town's street birdbaths to flat terrain and local soils, and water left standing on sealed concrete is a slip question. Westcoat's CA-30 Small Safe Grip is a grit that "can be added to epoxies, polyaspartics, sealers or topcoats to produce a skid resistant surface," and Westcoat states that "The applicator and the customer determine the texture," so the grit level is a decision for you and the installer before the sealer goes down. Prosoco adds that its Siloxane PD water repellent "Will not keep water out of cracks, defects or open joints." The stained concrete floors page sets the stains and sealers side by side.

Polished concrete for Stafford's schools, college campus and convention centre

Polished concrete in Stafford makes the slab itself the finished floor, and the candidates include school, college and convention floors. The Stafford Municipal School District says it is ready to serve 3,600 students on campuses from an Early Childhood Center to a P-TECH Early College High School; Houston City College lists Stafford among the four campus locations of its Southwest college; and the City describes the Stafford Centre as "a 90,000-square-foot performing arts theatre and convention centre complex" that opened in 2004, with attendance past 2,000,000.

The finish is graded twice. The Concrete Polishing Council sorts gloss into Levels 1 to 4 by distinctness-of-image readings, from a DOI of 0 to 9 at Level 1 to above 70 at Level 4, read on the bare polish, and the Council's Position Statement #2 found that "slip resistance is not affected by the aggregate exposure class but does vary based on the gloss level." Care keeps the shine: the 2009 Concrete International article advises "daily dust mopping" and warns, "Avoid cleaners that are highly alkaline or acidic as these will quickly dull a polished floor." Inside a school or hall, grinding follows the federal silica rule for construction, 29 CFR 1926.1153: a dust collector on the grinder of the kind its Table 1 names and a HEPA vacuum between passes. Our polished concrete floors page covers the stages.

Concrete resurfacing and repair on Stafford's flat, slow-draining ground

Concrete resurfacing in Stafford has to respect what the City writes down about its ground and its concrete. The City of Stafford drainage page treats a birdbath as a candidate for repair when water along the gutter line is "an inch or more" deep and reaches "more than three feet" into the street. The City's fiscal 2025 financial report carries a drainage rehabilitation project authorized at 6,950,000 dollars. Its sidewalk and driveway detail calls for driveways at least five inches thick with number 3 rebar at eighteen inches on center each way, and for sidewalks with "a full size expansion joint every 15' and wet scored every 5'."

Joints are where a resurfacer meets those details. NRMCA's CIP 6 calls joints "simply pre-planned cracks" and says the maximum joint spacing "should be 24 to 36 times the thickness of the slab," "about 10 feet" for a 4-inch slab, with "a maximum of 15 feet," the same interval Stafford's detail sets for full expansion joints in sidewalks. Resurfacer makers want joints kept: Quikrete's Re-Cap sheet says "It is essential that control joints and expansion joints be maintained," and ARDEX writes of its CD dressing that "Cracks may telegraph up into the surface in any area that exhibits movement." The region's Lake Charles clay, which NRCS calls a cyclic soil with "Slickensides and cracks that open and close one or more times a year," is where ARDEX's warning about movement applies.

When a slab is replaced instead, City inspections apply. The Construction Permits page lists underground plumbing, underground electrical and "Rebar for Foundations" among inspections required "Before any concrete Is poured," the fee schedule charges $100.00 per inspection for residential flatwork, and work in the City right-of-way needs approval from City Engineering "prior to breaking ground." Crack repair, surface defects and the point where a slab is past saving are on the concrete resurfacing and repair page.

Stafford FAQs

How much does epoxy flooring cost in Stafford?

No price survey we found prints a Stafford figure, so these numbers are national. HomeGuide's February 2026 survey says "An epoxy garage floor costs $1,200 to $8,600" and that "Epoxy flooring costs $4 to $10 per square foot installed on average," and its polished concrete page, dated February 8, 2026, lists "$3 to $12 per square foot for basic finishes." The published cost ranges give each survey row with its date; your Stafford price comes in writing once the floor is measured and the slab tested.

Does Stafford require a permit to coat a floor?

The City of Stafford's pages do not say. Its Building Permits and Inspections page describes a division "responsible for issuing construction permits and ensuring compliance with all applicable building codes and city ordinances" without listing exempt work, and no City page we read names floor coatings. We ask Development Services before the work starts, and you can ask the same office. If a permit is needed, it is filed through the MGO Connect portal and is valid for up to 180 days.

Can epoxy go over cracked concrete?

Yes, once the cracks are repaired, though a crack that is still moving can come back. ICRI's 2022 repair terminology separates dormant cracks, "not likely to become active in the future," from active ones, "still moving." Stafford's drainage page blames its street birdbaths partly on "the composition of the area soils," and NRCS describes the region's Lake Charles clay as a cyclic soil whose cracks open and close. Dormant cracks are filled ahead of the primer, and your written quote names any that may show again.

Who inspects a restaurant floor in Stafford?

The City of Stafford's Health Inspector, through its Consumer Health Services program, does, since Fort Bend County's Environmental Health office excludes Stafford from its area. The City's food establishment document requirements route plan review through a certificate of occupancy project and say nothing about floor finishes, so the floor is held to the Texas Food Establishment Rules and the 2017 FDA Food Code they adopt: smooth, durable and easily cleanable, nonabsorbent indoors, and coved where it meets the walls.

What sales tax applies to floor work in Stafford?

The City's tax page gives 6.25% for the State and 2% for Stafford, of which 1.5% goes to the City and 0.5% to the Stafford Economic Development Corporation. The Texas Comptroller's publication 94-116 says "Labor to repair, remodel, or restore residential real property is not taxable," lists apartment complexes as residential, and taxes "the total amount charged" on nonresidential repair or remodeling. Our written quote states the tax line, and on any question the Comptroller or a tax adviser of your choosing decides.

Sugar Land, Missouri City and Richmond pages

Sugar Land, where we are based, appears beside Stafford in the NWS account of Allison's June 2001 storms, which developed over "the Sugar Land-Stafford areas." Missouri City's floodplain guide names Stafford Run, the ditch that takes runoff from one of Stafford's sub-watersheds, among its own flood sources. The City of Stafford dates its first rail line to 1853, and the Handbook of Texas says the line had been extended to Richmond by December 1855.
