Epoxy Flooring and Garage Floor Epoxy in Sienna, TX
Reviewed October 29, 2026.
Epoxy flooring in Sienna means coating some of Fort Bend County's newest slabs, and which government reviews the work depends on the address: Fort Bend County on unincorporated land, and the City of Missouri City in Sienna municipal utility district (MUD) No. 2, which the City annexed. The Census Bureau's ACS 2020-2024 gives the Sienna census designated place a median year built of 2010 (table B25035), with 2,891 of its 7,470 housing units built from 2000 to 2009 and 1,118 in 2020 or later (B25034). In Sienna we coat garages, lay metallic epoxy, coat business floors, stain and polish concrete and repair slabs, each job after a moisture test of the slab.
Sienna is not a city. The TSHA Handbook of Texas entry on Sienna Plantation places it off State Highway 6 near the Houston Southwest Airport, "about twenty miles southwest of Houston and six miles southeast of Missouri City," on land with what the entry calls "a long history as a sugar and cotton plantation"; the planter who bought the tract in 1840 had his own wharf on the Brazos. In the mid-1980s developers built "a ten-mile-long levee across approximately 6,000 wooded acres to provide flood protection" along with the first homes. The sections below take our eight services one at a time: what Sienna's slabs, water and rules change, the data-sheet figures that apply, and the page with the full detail.
Who governs Sienna, and the houses, ground and water under its slabs
Building work in Sienna answers to one of two governments. On unincorporated land, the Fort Bend County Engineering Department "issues Development Permits for all unincorporated areas of the County," the County "has not adopted zoning ordinances and does not issue Certificates Of Occupancy," and its Fire Marshal, working under the 2021 International Fire Code there since October 1, 2023, reviews construction plans. Missouri City annexed Sienna MUD No. 2 after a second reading the City scheduled for August 21, 2023. For that area, the City's annexation questions and answers say "All construction permits will be obtained through the City of Missouri City's Development Services Department" and "You will no longer need to obtain a permit from Fort Bend County." The same page says annexation leaves a property's county and school district as they were.
Other parts of Sienna sit in between. Missouri City annexed Sienna MUD Numbers 1, 5, 6 and 7 in 2020 only "for the limited purpose of providing" fire protection; its council passed a first reading in November 2025 to annex the Sienna Management District, a 57-acre district of three apartment complexes; and Community Impact reported on October 23, 2026 a proposal to annex Sienna MUD No. 3, home to "neighborhoods like Waters Lake and Shipman's Landing," with the vote set tentatively for "the Dec. 7 City Council meeting." A MUD, in the City's words, "functions as an independent, limited government" with a board elected by its property owners, and, per Community Impact, it helps finance roads, utilities and drainage. Because these lines keep moving, we confirm the governing office for your address before work starts.
Sienna's houses are young, large and mostly owner-occupied. In the ACS 2020-2024, 7,081 of 7,470 housing units, about 95 percent, are detached houses, and 6,971 of 7,225 occupied units, about 96 percent, are lived in by their owners (tables B25024 and B25003, our arithmetic). The median unit has 7.9 rooms (B25018), against 6.6 across Fort Bend County, and the median owner-occupied value is $470,100 (B25077). The place has grown quickly: the TSHA entry counts 1,896 residents in 2000, the 2020 Census counted 20,204, and Census Reporter's ACS 2024 5-year profile shows 24,992 living on 12.6 square miles. The town-by-town housing table on our Sugar Land numbers page puts Sienna beside its neighbors.
Sienna lies along the Brazos behind its levee, and the river's gauge still names Sienna streets among its flood impacts. On the National Weather Service's Brazos River at Richmond gauge, the listed impact at 53 feet reads: "Street flooding occurs along Sienna Parkway between McKeever Rd and Steep Bank Trace." Harvey's record crest at that gauge, 55.19 feet, stood above that level. The Fort Bend Subsidence District's report on 2024 names Sienna Plantation among the places in its Regulatory Area A, and for annexed MUD No. 2 the City's Q&A says joining its Community Rating System "may provide eligibility for a discount of 15% on annual Flood Insurance Policy Premiums." USDA NRCS describes the Brazoria and Pledger clays of the Brazos floodplain as soils that flood "except where protected." Levees, flood rules and the care of a slab after water are set out in the guide to Fort Bend slabs and humidity.
Garage floor epoxy for Sienna households with two and three cars
Garage floor epoxy in Sienna is sized for households with several vehicles. Table B08201 of the ACS 2020-2024 counts 4,073 of Sienna's 7,225 households with two vehicles, about 56 percent, and 2,400 with three or more, about 33 percent, our arithmetic from the Census rows, and Census Reporter puts the average household at 3.5 people. A flake broadcast adds texture and hides small flaws: Torginol writes that its "FLAKE texture provides anti-slip qualities," and Laticrete says chips "May be used to help hide small substrate imperfections." Sherwin-Williams' guide to its Resuflor Deco Flake BC system broadcasts vinyl chip at "100-200 lbs. / 1,000 sq. ft." into clear or pigmented epoxy, seals it with clear polyurethane, and asks for the epoxy to cure "2-3 days" before water or chemicals reach it.
A newer slab still gets the moisture test. Sienna's median unit dates from 2010 and 1,118 were finished in 2020 or later, and Sherwin-Williams' Form G-1 calls 28 days "the industry standard for curing concrete" while adding that "This is not always sufficient time to allow excess moisture to leave a concrete slab." Wolverine Coatings agrees that concrete "may take longer before moisture levels drop to allowable levels." So the test the coating's data sheet names, the ASTM F2170 in-slab probe or the ASTM F1869 calcium chloride dome, comes ahead of any choice of system, and a moisture-mitigating primer, if the reading calls for one, is a separate line on your quote.
Cars go back on the data sheet's clock, not on a promise. Sika's Sikafloor-264 table puts light traffic near 36 hours at 86 degrees F and near 2 days at 68 degrees F, and the Houston/Hobby normal July low of 76.6 degrees F, an outdoor air figure, falls between those two columns. Each traffic time we hand you in writing is taken from the data sheet of a product on your floor and read against the slab's temperature that day. A flake system is walked through layer by layer on the garage floor epoxy page.
Polyaspartic floor coating in Sienna: quick return, tight moisture limits
A polyaspartic floor coating lets a Sienna household park in the garage again sooner than an epoxy does, but the polyaspartic sheets quoted here set a tighter slab-moisture limit than the epoxy sheet, which makes the probe test on a newer slab count. Laticrete's Spartacote Flex Pure sheet (DS-86.6-0126) gives "Walk-on in 3-4 hours" and a "24-hour return to service" at 70 degrees F and 50% RH, with VOC under 100 g/L at 94% solids by weight. Simiron's Polyaspartic HS sheet says the slab's relative humidity "must not exceed 75%, as directed by ASTM F2170," while Sika's Sikafloor-264 epoxy accepts up to 85 percent, so a slab that suits an epoxy can still be too damp for a polyaspartic.
Driving habits raise the stakes. Census Reporter's ACS 2024 5-year profile gives Sienna a mean travel time to work of 35.9 minutes, and with two vehicles available to about 56 percent of households, days without the garage weigh on a household's week. Speed has a price in Gulf air: Laticrete warns that "Increases in temperature and/or humidity will shorten working time, dry time and recoat windows," and NOAA's humidity table for Houston Intercontinental (Comparative Climatic Data, 1969-2018) averages 85 percent on January mornings and more in every other month. So the readings at the slab come first, and each batch is mixed only when the sheet's window is open.
Outdoors, polyaspartic is the clear coat that stands up to sun. Laticrete calls Flex Pure "UV stable and is suitable for both interior and exterior applications," while Sherwin-Williams' ArmorSeal 1000 HS epoxy sheet says "Epoxy coatings may darken or yellow following application and curing." A patio or porch is also a floor under the federal VOC rule: 40 CFR Part 59 defines a floor coating as an opaque coating for flooring "including, but not limited to, decks, porches, and steps in a residential setting," and caps it at 400 g/L. The polyaspartic floor coating page lays out epoxy and polyaspartic figure against figure.
Metallic epoxy in Sienna's larger houses and converted garages
In Sienna, metallic epoxy suits rooms such as studies, media rooms and garages turned into living space, and the houses have room for them: the ACS 2020-2024 gives Sienna a median of 7.9 rooms per housing unit (table B25018) and a median owner-occupied value of $470,100 (B25077), against 6.6 rooms and $374,500 across Fort Bend County. Sherwin-Williams' metallic system begins with a pigmented base coat that "MUST be applied to serve as a canvas," since "the color of the basecoat will influence the overall appearance of the floor," and its pigments spread into "one-of-a-kind patterns across the floor" as the metallic coat cures.
A converted garage brings garage contaminants into a living room. Sherwin-Williams warns that its metallic coat "may fisheye if oil, silicones, mold release agents or other contaminants" are on the slab, so years of car drips are ground away with diamond tooling before the base coat. Laticrete doses its metallic pigments at "8 fl.oz. per mixed gallon of resin" and lists the site conditions, "sunlight, humidity, dew point, temperature," that "may lead to fisheyes, blistering, pinholes, wrinkling, or outgassing." In Sienna's damp air, the slab reading and the dew point, which the NWS glossary defines as "the temperature to which air must be cooled in order to reach saturation," are checked before the pour, and a mock-up comes before the room.
Care is light but regular. Westcoat's Liquid Dazzle specification says interior floors "can be dust mopped daily or mopped using a neutral pH cleaner" and should be resealed "every 3 to 5 years depending upon traffic and UV exposure," and its EC-38 sheet sets a 45-minute pot life and foot traffic at 7.75 hours, both at 72 degrees F. Westcoat also marks Liquid Dazzle "For interior use only," so the metallic look stays inside the house. For thickness, limits and recoating, see the metallic epoxy page.
Commercial floors in Sienna under Fort Bend County food and fire rules
A restaurant or shop floor on unincorporated Sienna land is reviewed by Fort Bend County, and for food the County's rule names floor materials outright. Fort Bend County Environmental Health's guide to opening a food establishment requires plan review "prior to starting construction, remodeling, or renovations," showing "the layout and finish construction materials," and says food-area floors "shall be constructed only of sealed concrete, terrazzo, ceramic tile, or similar materials" and "shall be light in color." Whether a resin system counts as "similar" is the County's call at plan review, so the product data sheets go in with the plans. The County's food establishments page warns that reviews "can take up to 30 days" and that "No construction can begin without receiving an Authorization to Construct (ATC)."
Annexed Sienna MUD No. 2 now lies in Missouri City, which the County's Environmental Health office names among the cities where it "does not have jurisdiction," and the City's food permit page sends businesses to its Health Department, so a food business there asks that department first. Under either government the State's wording applies: Texas took the 2017 FDA Food Code into its Food Establishment Rules, and in the DSHS quick reference floor and wall junctures "shall be coved and closed to no larger than 1 mm (one thirty-second inch)." On County land, commercial build-outs also pass through the Fire Marshal; the County's lease build-out sheet says to submit architectural drawings "to the Fort Bend County Fire Marshal for review and approval," and lists a $100.00 fee for interior lease build-outs.
Floors in Sienna businesses also carry the federal slip rule and the State tax rule. Under OSHA's 29 CFR 1910.22(a)(2), the floor of each workroom stays "in a clean and, to the extent feasible, in a dry condition," and Sherwin-Williams says aluminum oxide grit can give anything from "a slight texture (220 mesh) to extremely aggressive (46 mesh) finish." On tax, the Comptroller's publication 94-105 says to collect local tax "based on the location of the job site," and Sienna itself, a census designated place rather than a city, has no city tax rate of its own; your quote states the tax, and the Comptroller decides it. The commercial epoxy flooring page covers system thickness and phasing.
Fire station bays, shops and heavy floors in and around Sienna
Industrial epoxy flooring has little ground in Sienna, where 7,081 of 7,470 housing units are detached houses (table B25024), and the heavy floors we can point to in the public record are service buildings. Missouri City's annexation Q&A says fire and rescue "will primarily be served by the two Fire Stations in Sienna," the TSHA entry puts Sienna "near the Houston Southwest Airport," and Community Impact reported in September 2026 that Sienna Parkway crosses railroad tracks between Steep Bank Trace and Scanlan Trace. Missouri City's business parks are covered in our Missouri City warehouse section.
For an apparatus bay, federal and maker rules frame the floor. OSHA's 29 CFR 1910.22(a)(2) says "When wet processes are used, drainage must be maintained," and Sherwin-Williams writes that the split between steel and rubber wheels "affects the choice of aggregate, chemistry, and application method." Where hoses and hot water run, urethane cement, which Stonhard says stands up to "hot water washdowns," is the system to price: Sika's Sikafloor 22NA PurCem goes down "at 3/16 to 1/4 inch (4.5 to 6 mm) thickness," accepts slabs below 100 percent relative humidity by ASTM F2170, and is listed for service from -40 degrees F up to 212 degrees F, though the same sheet limits application to 30 to 85 percent humidity.
On unincorporated land, County rules shape a commercial build-out: "A Commercial Development Permit is required for all commercial development," per the County Engineering Department, and the County's flood regulations, amended October 8, 2024, call for a permit before "Interior Buildout of non-residential structures" in a flood hazard area (Section 4.03(a)(1)(iii)) and hold non-residential lowest floors to the same "Two (2) feet above the Base Flood Elevation" as houses (Section 5.02 (e)). Hazard marking in a shop follows federal OSHA, whose 29 CFR 1910.144(a)(3) makes yellow "the basic color for designating caution." The industrial and warehouse floors page covers wheels, chemicals and striping.
Stained concrete for Sienna interiors and patios near the Brazos
Most Sienna housing units were built in 2000 or later, so a stain here goes onto young concrete, uncovered inside a house or left bare on a patio, and shows whatever that slab holds. Table B25034 counts 2,891 Sienna units built from 2000 to 2009 and 2,478 from 2010 to 2019. A slab that was not stained before can still carry a curing compound or a builder's sealer, and Sherwin-Williams' Form G-1 lists "curing compounds" and "sealers" among the things to remove before any resin goes down. The ASTM F3191 water drop test shows whether a stain can soak in; in Sika's description, "Length of Time to Absorb <1 minute = Porous/Absorptive."
Acid stain and dye color concrete in different ways. The Concrete Polishing Council's glossary calls a dye a colorant that "penetrates into the concrete while it is in solution," where an acid stain is a "Reactive solution" of metal salts; in HomeGuide's national survey of February 2026, acid-based stain runs $3 to $25 a square foot, while water-based stain runs $3 to $15 installed. Acid stain is not acid etching: ASTM D4260 describes etching as a practice "intended to alter the surface profile of the concrete," and Sherwin-Williams says etching tends to leave "a CSP-1 to CSP-2 profile," the two shallowest grades of concrete surface profile (CSP), so we open a slab for stain or sealer with diamond tooling instead.
Outdoors, the sealer decides how a Sienna patio wears. Prosoco's data sheet for Siloxane PD, a penetrating water repellent, reads "Treated surfaces 'breathe' - does not trap moisture"; the sheet gives "150-200 sq.ft." of concrete per gallon, says the product "gains its water-repellency properties in 72 hours," and warns that it "Will not keep water out of cracks." NRCS writes that the Pledger clay of the Brazos floodplain opens cracks "from the surface to depths ranging from 50 to 127 cm (20 to 50 in)" when dry, so patio cracks are filled, or accepted in writing, before color goes on. H&C rates a coat carrying its SharkGrip additive "slip-resistant but not non-skid." The stained concrete page covers sealers and their upkeep.
Polished concrete in Sienna: new slabs, County offices and fire stations
Polished concrete in Sienna suits the community's public buildings and its newer slabs. Community Impact reported in June 2016 that Fort Bend County would open an annex at the Houston Community College Sienna Plantation site with "a tax assessor's office and an office for the county clerk," and Missouri City's annexation Q&A says the fire station in the Sienna master plan includes "space for law enforcement." Lobbies and offices like these take foot traffic and dust mopping, and a polish puts the shine in the slab itself; Concrete Decor wrote in 2017 that gloss "is generated from the concrete's flat surface profile rather than created by artificial means."
A young slab sets its own polishing calendar. An ASCC-hosted article from Concrete International, September 2009, holds that a mix of "3500 to 4000 psi" is "more than sufficient, especially when polishing commences at least 28 days after placement," and ACI SPEC-310.1-20, the polished-slab specification, calls for a surface Mohs hardness "greater than 4." A soft top gets a densifier; Prosoco says its lithium silicate Consolideck LS "will not trigger or contribute to surface ASR," covers "500-800 sq.ft." of steel-troweled concrete per gallon, and lets most floors reopen "within one hour of treatment."
The finish is ordered by two grades. The Concrete Polishing Council's exposure chart of 2-2024 defines Class A as "85 - 95 % Cement Fines," the cream finish, Class B as mostly fine aggregate, the salt-and-pepper look, and Class C as "80 - 90 % Full Aggregate"; its appearance chart puts Level 2, satin, at a distinctness-of-image (DOI) reading of 10 to 39 and Level 4 above 70. Grinding dust is collected the way 29 CFR 1926.1153, Table 1, sets out for floor grinders, and indoors a HEPA-filtered vacuum picks up the loose dust between passes. The polished concrete page explains classes, gloss and care.
Concrete resurfacing and repair in Sienna after water, wind and clay
Concrete resurfacing in Sienna repairs garage, patio and shop slabs hurt by water, storm damage or clay movement, and a coating, stain or polish goes over the repair. Harvey reached Sienna two ways: the NWS Houston/Galveston Harvey page logs tornado damage with "DAMAGED HOMES ALSO IN SIENNA PLANTATION," and Community Impact counted "75 to 100 homes" there affected by one tornado, plus "An unknown number of homes" that "took on water." A slab that sat wet is cleaned, sounded and moisture-tested before anything covers it, because Sika explains that moisture "trapped beneath an impermeable film" can build pressure enough "to blow sections off or cause other forms of damage like blisters."
Which repair rules apply depends on the address. On unincorporated land, Fort Bend County's Engineering permits page requires a permit for "Construction of any fully enclosed structure or concrete slab (including existing building modification)" of 400 square feet or more, for "Any work to be performed within a floodplain or flood-prone area," and for fill or grading that changes "any elevation by six (6) inches or more." The County's flood regulations treat work at "fifty percent (50%) of the Fort Bend Central Appraisal District Value" or more as a substantial improvement. In annexed MUD No. 2, the City's floodplain guide measures its 50 percent against market value instead. Resurfacing is not named on the County list, but floodplain work is, so we ask the County about each address first.
The repair products bring their own limits. Quikrete's Re-Cap resurfacer goes on "from feather edge of 1/16 in to 1/2 in" thick, in layers of 1/4 inch at most, with "Walk on in 8 hours and drive on in 24 hours," and Sakrete's Flo-Coat sheet has cracks wider than 1/8 inch filled before the coat. Some slabs are past that point: Wolverine Coatings calls a slab that is "crumbling, rocking back and forth, heaving, or sinking" an "unlikely candidate for coating without repair," and on County land a replacement slab of 400 square feet or more needs a County permit. The concrete resurfacing page covers the order of repairs.
Questions about floor work in Sienna
Who issues permits for floor work in Sienna?
It depends on the address: Fort Bend County Engineering on unincorporated land, and the City of Missouri City's Development Services Department in annexed Sienna MUD No. 2. The County's permit list covers new slabs and enclosed structures of 400 square feet or more, any floodplain work and large grade changes; neither government's pages that we read name floor coating either way. We check with the office that governs your address before work starts.
How much does it cost to epoxy a 3-car garage in Sienna?
No survey we read prices Sienna, so the published figures are national. HomeGuide's epoxy flooring page of February 3, 2026 gives $2,300 to $8,600 for a garage of 576 to 864 square feet, its three-car size, and its polyaspartic survey, dated November 18, 2024, puts that size at $2,900 to $10,400. About 33 percent of Sienna households have three or more vehicles (ACS 2020-2024, our arithmetic). Our epoxy flooring cost page lists every dated survey row.
Is Sienna part of Missouri City?
Only part of it. The City's financial report for FY 2024 records the annexation of Sienna MUD No. 2, which raised Missouri City's population by approximately 6,000 residents; MUD Numbers 1, 5, 6 and 7 were annexed in 2020 for fire protection alone, an ordinance to annex the Sienna Management District passed its first reading in November 2025, and Fort Bend County governs Sienna's unincorporated land. The City has proposed taking in Sienna MUD No. 3, whose residents would pay city tax bills from fall 2027 if it goes ahead, per Community Impact. The Missouri City page covers the City's own rules.
Can you epoxy a garage floor in humid weather?
Yes, when the slab and air readings fall inside the coating's limits, which on Houston's humidity averages often means waiting for the afternoon. Sika's Sikafloor-264 sheet allows "Maximum ambient humidity 85 %" and wants the slab "at least 5 degrees F (3 degrees C) above measured Dew Point," while NOAA's outdoor averages for Houston Intercontinental run 85 percent or more on every month's mornings and 56 to 62 percent in the afternoons. Our crew reads slab temperature, air temperature, humidity and dew point first, then books each coat inside the sheet's window.
Missouri City, Sugar Land and Richmond near Sienna
Sienna shares the Brazos, its levees and Gulf humidity with the towns around it. The Missouri City page covers the City that now governs Sienna MUD No. 2, Sugar Land's own codes and floodplain rules sit on our home page, and the Richmond page covers the town where the river gauge quoted above stands.
