Epoxy Flooring and Garage Floor Epoxy in Pecan Grove, TX
Reviewed October 29, 2026.
Epoxy flooring in Pecan Grove is mostly a matter of garage floors on house slabs, and what decides it here is the slab's age, the moisture it passes and the County rules that govern the address. Pecan Grove is a census designated place, not a city, so Fort Bend County governs building work there; in the County's own words, "The Fort Bend County Engineering Department issues Development Permits for all unincorporated areas of the County." The ACS 2020-2024 counts 8,360 detached houses among 8,764 housing units (table B25024), with 3,023 units built from 1980 to 1989, the largest decade (table B25034), and a median year built of 1997.
Each of our eight services gets a Pecan Grove section below: busy garages in households with three or more vehicles, 1980s slabs under carpet and tile, club and shop space under County permits, and floors behind a Brazos levee. National price surveys print no Pecan Grove figure; the national price ranges are gathered on one page. Nothing gets priced before Epoxy Flooring Sugar Land Co. has stood on the floor: we measure, read the slab's moisture by the test its coating's sheet calls for, and confirm with Fort Bend County which of its permit and floodplain rules apply before work begins.
Pecan Grove's levee, 1980s houses and County rules for building work
Pecan Grove has no city government. The Census Bureau counts it as a census designated place, a statistical stand-in for an incorporated place that represents an unincorporated community, and building work here answers to Fort Bend County. County Engineering issues the development permits, the County Fire Marshal applies the 2021 International Fire Code, in use on unincorporated land since October 1, 2023, and County Environmental Health, whose jurisdiction is "the non-incorporated areas," permits food businesses. In the County's words, "Fort Bend County has not adopted zoning ordinances and does not issue Certificates Of Occupancy." City of Richmond rules do not reach here; a 2022 Richmond annexation notice ran along FM 359 to a drainage ditch just south of Pecan Grove, and no page we read says whether Pecan Grove lies in Richmond's extraterritorial jurisdiction.
The community began as a plan. The Handbook of Texas entry for Pecan Grove records about 1,450 acres bought in 1973 and construction under way by 1978, under a name taken from "the stately pecan trees growing in the area": first Pecan Grove Plantation, then simply Pecan Grove. Its first amenities were a country club, golf course and tennis courts. TSHA counts 9,502 residents in 1990 and 13,551 in 2000, and the Census Bureau counted 15,963 in 2010 and 22,782 in 2020. Many residents, TSHA adds, work in Houston; Census Reporter's ACS profile gives a mean travel time to work of 36.1 minutes.
Those decades left a uniform stock of houses. Of 8,764 housing units in the ACS 2020-2024, 3,023 date from the 1980s, 1,558 from the 1990s, 1,433 from the 2000s, 1,994 from 2010 to 2019 and 472 from 2020 on, against 207 from the 1970s (table B25034). The houses are large, a median of 7.8 rooms (table B25018); owners occupy 92.5 percent of the occupied homes; and the median value is $383,500 (table B25077). Cars are many: 4,191 of 8,180 households have two vehicles and 31.3 percent have three or more (table DP04). Our Fort Bend housing data page gives the city and county rows for comparison.
Pecan Grove lies behind a levee on the Brazos. The county's FEMA Flood Insurance Study, revised April 2, 2014, says much development "has occurred along the Brazos River within the 1% annual chance floodplain," protected by levees that levee improvement districts (L.I.D.s) and municipal utility districts (M.U.D.s) build and maintain; it lists the Pecan Grove M.U.D. levee and notes that "Improvement to the Pecan Grove Levee is under design at the completion of this revision." The NWS gauge record for the Brazos River at Richmond ties the road out to the river: at 52 feet, "FM 359 between US90A and Pecan Grove begins taking on water," and at 53 feet the road is impassable up to "the Pecan Grove levee near Southern Place Dr." The river has crested above both, at 55.19 feet in Harvey and 54.74 feet in June 2016.
The ground and the groundwater are county-wide stories. The Handbook of Texas grades the county's soils from "rich alluvial in the Brazos valley" to "sandy loams and clay on the prairies." NRCS writes of Pledger, a clay mapped mainly along the lower Brazos and Colorado Rivers, "When dry, cracks more than 1 cm (0.4 in) wide extend from the surface"; the loams Asa and Norwood get no such sentence, and no source we read names the series under a given Pecan Grove lot. The Fort Bend Subsidence District regulates groundwater withdrawal across "all the territory within Fort Bend County." And Bullhead Bayou, which FEMA's study maps from Harlem Road up to the Pecan Grove M.U.D., carries a 1% annual chance peak of 2,191 cfs, cubic feet per second, at US 90A.
Garage floor epoxy in Pecan Grove: many cars on 1980s slabs
More than half of Pecan Grove's houses date from the 1980s and 1990s: the ACS 2020-2024 places 3,023 in the 1980s and 1,558 in the 1990s (table B25034), and the median house was built in 1997. That age puts the moisture question first. Sherwin-Williams writes that "Older slabs may experience vapor transmission or delamination if not properly sealed or if coatings were applied without moisture testing," and KTA-Tator gives the mechanism: water leaving the concrete "becomes trapped beneath the coating system, which in time, can cause the coating to blister and disbond." So we test before choosing a system, by the method the coating's sheet names.
A flake floor suits a working garage. Laticrete lists among its chip's advantages that it "May be used to help hide small substrate imperfections," and Torginol, the flake maker, writes that "FLAKE texture provides anti-slip qualities" and that "a clear topcoat is recommended to fully encapsulate the FLAKE." Dur-A-Flex designed its clear Dur-A-Glaze #4 epoxy for systems that include its DUR-A-CHIP flake floor, and the sheet reads "200 Sq Ft per gallon to yield a dry film thickness of 8 mils per coat," with a 20-minute pot life on the regular hardener. First, though, diamond tooling cuts the slab to whatever concrete surface profile (CSP), meaning the texture a coating keys into, the system's sheet calls for; Sherwin-Williams' Form G-1 lists its own flake systems at CSP 5.
The schedule comes from those sheets at the temperature we measure in your garage, and you receive the walk-on and drive-on times on paper. Permits are County business: a Residential Development Permit covers "any new structure on residential property, or addition to an existing structure, that meets or exceeds 400 square feet in size," but no County page we read lists coating an existing floor as needing a permit or as exempt, so we ask County Engineering before work starts. Primer, broadcast and clear coats are set out one by one on our garage floor epoxy page.
Polyaspartic floor coating for Pecan Grove garages that cannot sit idle
A polyaspartic floor coating cures in hours, which counts in a community where 31.3 percent of households keep three or more vehicles (ACS 2020-2024, table DP04) and Census Reporter's profile puts the mean commute at 36.1 minutes: a garage closed for days pushes those cars onto the drive. Laticrete calls rapid cure "one of the primary benefits over traditional epoxy coating technology," and its chip-floor guideline, TDS 432, shows the pace: a base coat "4 mil (0.1mm) thick" at "330 ft2/ gallon," chips broadcast "to refusal or rejection," a dry time of "typically 1-2 hours" before scraping, a clear top "at a rate of 160 ft2/gallon," and a floor that "should remain out of service for 24 hrs."
Speed has a price in humid air. In NOAA's Comparative Climatic Data, no month at Houston Intercontinental averages below 85 percent relative humidity in the morning, and Concrete Decor magazine wrote in 2009 that "Within 20 to 30 minutes it will thicken to the point that wetting capability is diminished." So the readings at the slab, taken before each batch, set the mixing window. A polyaspartic also wants a dry slab under it: Laticrete warns that these coatings "will not breathe," so a 1980s slab that reads high gets an epoxy moisture-mitigating primer underneath, priced on its own line. Our guide to Fort Bend slabs and humidity sets the station's figures beside the data sheets.
Where sun reaches the floor, the topcoat has to be a UV-stable one. Concrete Decor credited polyaspartics with UV stability that "prevents yellowing and material degradation in outdoor applications," while Sika's Sikafloor-264 epoxy sheet says the epoxy "Will discolor over time when exposed to sunlight (UV) and under certain artificial lighting conditions." A patio, a porch or a west-facing garage is that kind of floor. HomeGuide's November 18, 2024 national survey puts a three-car polyaspartic garage, 576 to 864 square feet in its table, at $2,900 to $10,400. The polyaspartic floor coating page sets the chemistries side by side.
Metallic epoxy in Pecan Grove's larger homes and converted garages
Metallic epoxy, a clear coat carrying metallic pigment over a tinted base, suits the bigger rooms of Pecan Grove houses: the ACS 2020-2024 gives a median of 7.8 rooms (table B25018), against 6.6 for Fort Bend County and 4.7 for Richmond, and a median value of $383,500 (table B25077). A game room, office or converted garage on the ground floor can take one on its slab. The base sets the tone, since Sherwin-Williams requires a pigmented basecoat "to serve as a canvas" and warns that "the color of the basecoat will influence the overall appearance of the floor." Contamination is the other risk: the same package says the metallic coat "may fisheye if oil, silicones, mold release agents or other contaminants" are present.
The pattern comes from the pigment and the pour, not a brush. Laticrete describes its metallic pigments as powders of aluminum platelets coated with metal oxides, dosed at "8 fl.oz. per mixed gallon of resin," and its sheet states that "Mock-ups and field test areas are required." Westcoat's Liquid Dazzle system builds to "38-42 mils DFT," its EC-38 metallic coat covers "approximately 50 square feet per gallon" laid "with a 1/8 inch notched trowel," and Laticrete lists "sunlight, humidity, dew point, temperature" among site conditions that can bring "fisheyes, blistering, pinholes, wrinkling, or outgassing." So we take the room and slab readings before each pour.
Turning a garage into a room is building work under County rules. Fort Bend County's development permit page lists "building modifications" among work that needs a Development Permit, so a conversion goes to County Engineering before the floor does. Once the room is cleared, the slab is tested, ground and repaired, and the cracks expected to stay visible are listed on your quote. Westcoat's EC-38 sheet gives foot traffic at "7.75 hr." and wheel traffic at "72 hr." at 72 degrees F. The metallic epoxy floors page covers care and recoating in the makers' words.
Commercial epoxy flooring in Pecan Grove under County food and fire rules
Commercial floors are few in Pecan Grove, and each one answers to Fort Bend County. TSHA describes a residential community whose first amenities were "a country club, golf course, tennis courts, and other recreational features," and no public page we read names an employer or industrial site inside the CDP. A shop, office, club or restaurant space still needs County approval: County Engineering requires a Commercial Development Permit "for all commercial development," sends interior lease build-out drawings to the County Fire Marshal for review, and lists "Interior Lease Build-outs: $100 (new fee)" on the schedule effective October 1, 2022.
Food floors follow the County's own opening guide. County Environmental Health says "No construction can begin without receiving an Authorization to Construct (ATC)," that plan reviews "can take up to 30 days to review," and that "A permit will not be given until the successful passing of a pre-opening inspection." Its Food Establishment General Requirements and Opening Guide, dated August 2026, asks for kitchen and restroom floors that are "smooth, nonabsorbent, durable," for grout lines and construction joints to be sealed, for floors "appropriately sloped to drains where required," and for "an appropriate base at all wall/floor junctures." The County Environmental Health food establishments page explains plan review.
Stonhard writes that poured-in-place floors leave "no seams, welds, or grout lines"; whether a floor passes is settled at the County's pre-opening inspection. For a hot kitchen line, the same maker says urethane floors "stand up to hot water washdowns because they are thermal shock and cycling resistant," and Sika's sheet for Sikafloor 22NA PurCem gives "3/16 to 1/4 inch (4.5 to 6 mm) thickness" but sets "Minimum ambient humidity 30% Maximum ambient humidity 85% (during application and curing)," a real limit on a humid morning. On tax, the Comptroller's publication 94-116 treats "the total amount charged" for nonresidential remodeling as taxable; Pecan Grove has no city sales tax of its own. Our commercial epoxy flooring page covers slip resistance.
Industrial and warehouse floors for Pecan Grove owners and County sites
Pecan Grove has no industrial district in the public record we read; TSHA calls it a residential community and says many residents work in Houston. Richmond lies about four miles southwest by TSHA's distances, and three freight railroads run there by the Development Corporation of Richmond's count; our Richmond industrial floors section covers that ground under the City of Richmond's own rules. Inside the CDP, a warehouse, storage building or shop answers to the County, where "the County Engineer must first review and approve a set of civil construction drawings" before a commercial permit.
The system follows what crosses and spills on the slab. Under heavy machinery, Sherwin-Williams says, companies "often standardize the use of" quarter-inch, aggregate-filled epoxy. Where acids or battery electrolyte can reach the concrete, Dur-A-Flex lists "Secondary Containment" and "Battery Storage" among the uses of its Dur-A-Glaze Novolac, built "8mils @ 200 sq.ft./gallon - 16 mils @ 100 sq. ft./gallon," with "Full Cure Time (full chemical resistance) 7 days @ 70 degrees F." And federal OSHA's 29 CFR 1910.144(a)(3) makes yellow "the basic color for designating caution and for marking physical hazards."
County flood rules reach inside the walls. Fort Bend County's Flood Damage Prevention Regulations, amended October 8, 2024, require a Development Permit "Prior to Interior Buildout of non-residential structures" in a flood hazard area, and the County's fee schedule lists "Development Permit in Floodplain: $150." The County Fire Marshal, which applies the 2021 International Fire Code on unincorporated land, also issues Certificates of Compliance for certain multi-family and non-residential developments. We confirm each step with the County before a grinder runs. Our industrial and warehouse floors page covers forklift joints, aisle marking and static control.
Stained concrete on Pecan Grove's 1980s slabs, indoors and out
Stained concrete colors the slab itself, so in Pecan Grove the first question is what decades under carpet or tile have left on it. With 3,023 houses built in the 1980s (ACS 2020-2024, table B25034), many interior slabs here are near or past forty years old, and whatever sits on them must come off before color can soak in. Sika Canada's guide says to "Remove all existing paint, surface sealers, curing agents, dirt, laitance and loose, friable material," and we do that with diamond tooling under OSHA's Table 1 dust controls rather than with acid, which Sherwin-Williams says "cannot remove curing compounds or many contaminants found in industrial settings."
Color has to get into the concrete. Sika describes the water drop test, ASTM F3191: if a quarter-sized drop disappears in under a minute, the concrete is "Porous/Absorptive," and if it sits longer, "Non-Porous/Non Absorptive," and we grind again before a stain or dye goes on. HomeGuide's February 3, 2026 survey says "Staining concrete floors takes 1 to 3 days," and the sealer's own sheet sets the dry time before furniture returns. A stain hides nothing, so cracks stay in the picture; we fill what can be filled and name the lines that will still read through.
In a community with this many cars, a stained garage floor needs a sealer that stands up to tires. Euclid Chemical's bulletin CP-22 finds most tire marking on acrylic cure-and-seals, whose polymers have "minimal 'crosslinking'," while "Epoxy and urethane sealers and coatings are much more crosslinked than cure & seals and are therefore less likely to tire mark," and H&C's wet-look ClariShield sheet says plainly "Not recommended for garage floors." Outdoors, rain and sprinklers move salts; Euclid traces secondary efflorescence to water moving through concrete "after rain, from irrigation, or the surrounding soils." Stain types and sealer chemistries are compared on the stained concrete floors page.
Polished concrete in Pecan Grove homes: polishing a 1980s house slab
In Pecan Grove, polished concrete is a house floor question, since TSHA calls the community residential and its homes are large, a median of 7.8 rooms. HomeGuide's February 8, 2026 survey reports that "Most residential concrete polishing projects take 2 to 4 days for spaces up to 2,000 square feet," prices basic polished finishes from $3 to $12 per square foot nationally, and notes that floors under 1,000 square feet often carry higher per-foot rates, $8 to $15 or more. A slab from the 1980s, when 3,023 of the houses went up, gets its hardness and joints checked on the visit before a price is set.
Polishing a lived-in slab means deciding how deep to cut. The Concrete Polishing Council's aggregate exposure chart, dated 2-2024, sets Class A, cream, at "85 - 95 % Cement Fines / 5 - 15 % Fine Aggregate" and Class C at "80 - 90 % Full Aggregate," and HomeGuide's national survey says "A cream finish costs $3 to $8 per square foot" against "$6 to $12 per square foot" for full aggregate. A densifier hardens what remains: Prosoco's lithium silicate Consolideck LS reacts "to produce insoluble calcium silicate hydrate within the concrete pores," and Prosoco warns that "acid concentrates and acidic foods may etch the floor and leave a residual stain," a point for any kitchen.
Joints and cracks are dealt with early. Metzger/McGuire's bulletin T21 says that, "As a general rule, joint filling and crack or other surface repairs should be performed prior to, or early on, in the concrete polishing process," and its Spal-Pro RS 88 filler "will not smudge or smear during grinding/polishing." Indoors our grinders carry the vacuum dust collection that Table 1 of 29 CFR 1926.1153 lists for floor grinders, with HEPA vacuuming between passes. For upkeep, the 2009 Concrete International article says to "Avoid cleaners that are highly alkaline or acidic as these will quickly dull a polished floor." Gloss levels are explained on our polished concrete floors page.
Concrete resurfacing and repair behind the Pecan Grove levee
In Pecan Grove a large slab repair is also a County floodplain question, because the community sits behind a Brazos levee and under County jurisdiction. The County's Flood Damage Prevention Regulations, amended October 8, 2024, define substantial improvement as work whose cost "equals or exceeds fifty percent (50%) of the Fort Bend Central Appraisal District Value of the structure," require a Development Permit before it, and in the Special Flood Hazard Area put the lowest floor "Two (2) feet above the Base Flood Elevation," the flood height on FEMA's effective maps. We ask County Engineering how a repair counts before it begins.
A slab worth keeping is repaired in layers. ARDEX's CD concrete dressing goes on between a sixteenth and an eighth of an inch thick, thicker only in small areas, and its sheet requires that "all moving cracks, must be honored up through the entire assembly," while dormant cracks wider than a hairline are pre-filled. Where the trouble lies under the slab the job changes; Wolverine Coatings writes that "Surface deterioration is not necessarily an indicator of structurally unsound concrete" and advises "Have the concrete evaluated by a competent engineer or contractor when in doubt." Water is the reason to test moisture again before any coating: the NWS Harvey table lists storm totals, in inches, of 36.28 at 3.40 NE Richmond and 36.56 at 2.90 NE Richmond, northeast of Richmond, the direction TSHA gives for Pecan Grove, though the table names no Pecan Grove station.
When a slab is replaced rather than resurfaced, County slab rules apply. The County's Interim Atlas 14 Drainage Criteria Manual and Minimum Slab Elevation Criteria, which took effect on January 1, 2020, govern how high the slab of "a structure built or substantially improved in Fort Bend County" must sit, with one test, where no curb exists, of "2.0 feet above the highest natural ground along perimeter of building foundation." The development permit page adds that permits cover "any work within the 100-yr floodplain." Defects, patches and toppings are covered on the concrete resurfacing and repair page.
Pecan Grove FAQs
Who issues building permits in Pecan Grove, TX?
Fort Bend County does, because Pecan Grove is unincorporated land. Fort Bend County's development permit page requires a Development Permit for "new building construction, building modifications" and "any work within the 100-yr floodplain." The County Fire Marshal reviews commercial build-out drawings, and County Environmental Health permits food businesses. The County has adopted no zoning and issues no certificates of occupancy, and City of Richmond rules do not apply here. No County page we read lists floor coating either way, so we ask County Engineering about your address before work starts.
What does garage floor epoxy cost in Pecan Grove?
No price survey we read publishes a Pecan Grove figure, so the comparison is national. HomeGuide's February 3, 2026 table prices a three-car garage, 576 to 864 square feet, between $2,300 and $8,600 installed, and its text reads "An epoxy floor costs $1,600 to $5,800 for a 2-car garage." Its December 24, 2024 garage-coating table runs to "$3,500 - $10,400" for a 3-car garage of 864 square feet. The figure that counts is the one on your free written quote, which follows our visit; the dated rows sit on our national cost survey page.
Can epoxy go over cracked concrete?
Yes, once a crack has stopped moving; one that still moves is cut through the new coating rather than buried. An active crack, in ICRI's June 2022 terminology, is one where "the mechanism causing the cracking is still at work." Metzger/McGuire notes that semi-rigid epoxy and polyurea fillers typically stretch "15% or less," while "most joints will open 50-100% during normal slab shrinkage," which is why moving joints stay open through the floor. On a 1980s Pecan Grove slab, your quote lists the cracks we fill and the ones that may show again.
Is Pecan Grove in a flood zone, and does that change floor work?
That depends on the FEMA map panel for your lot, not on the community's name. Fort Bend County's floodplain map page shows maps "Effective April 2, 2014," while its Flood Damage Prevention Regulations adopt a FEMA Flood Insurance Study and maps dated January 29, 2021. FEMA's 2014 study lists a Pecan Grove M.U.D. levee on the Brazos. If your lot lies in the floodplain, the County requires a Development Permit for work there, listed at $150 on its fee schedule, and we check that with County Engineering before work starts.
When can the cars go back on a newly coated Pecan Grove garage floor?
When every product's sheet says so at the floor's temperature, from about a day to several. Sherwin-Williams' instructions for Resuflor Deco Flake SB read "ALLOW COATING TO DRY 24 HOURS at 75 degrees F, 50% relative humidity" before light traffic and "Full coating properties take 14 days to develop"; Concrete Decor wrote that a polyaspartic floor "will stand up to vehicle traffic in 24 hours"; Rust-Oleum's water-based EpoxyShield kit sheet says "Allow 3 days for full cure and vehicle traffic." We write the times for your floor down from its sheets.
Floor pages for places near Pecan Grove
Richmond, the county seat, lies about four miles southwest of Pecan Grove by the Handbook of Texas's distances, and Rosenberg is Richmond's neighbor; both are cities with their own codes. Our base is Sugar Land. Each page sets out the rules of the government that holds the address.
